Identify the Population Health concern you selected. | Abortion | ||
Describe the Population Health concern you selected and the factors that contribute to it. | Abortions has been a debate in healthcare for many year, but most recently, it has become a huge topic of discussion and debate in politics. Abortion laws affect many different populations and there are many factors that contribute to the debate. Factors that contribute to abortion are the effects abortion has on birthrates, the economic impact of abortion, changes of sexual behavior among teens. NURS 6050 Agenda Comparison Grid and Fact Sheet Example
A recent study was performed to determine the factors affecting the mental well-being of a woman after abortion. Implications of the study included; Source of stress experienced by women after abortion and the effects abortion has in regards to religious beliefs (Annas, G. n.d.). According to a 2011 study of the British Journal of psychiatry 81 percent were likely to experience a mental health disorder such as anxiety disorder, depression, alcohol abuse, marijuana abuse, and suicide (Laguna Treatment Center, 2019). NURS 6050 Agenda Comparison Grid and Fact Sheet Example Other studies, found that women were more emotionally stressed if they were denied an abortion (Laguna Treatment Center, 2019). The reason for this was they were not prepared to have children, rape, the child had birth complications, and parents of the child were unable to care for the baby, or shame. Administration (President Name) | (Current President)Donald Trump | (Previous President)Barack Obama | (Previous President)George W. Bush |
Describe the administrative agenda focus related to this issue for the current and two previous presidents. NURS 6050 Agenda Comparison Grid and Fact Sheet Example | On January 19, 2018, while speaking to participants at the annual March for Life, a rally for activists who opposed abortion, President Donald Trump said that his administration “will always defend the very first right in the Declaration of Independence, and that is the right to life. We are protecting the sanctity of life and the family as the foundation of our society (whitehouse.gov, n.d.). President Trump is % against abortion. He has always maintained that is and will always be the case for him as long as he is president.
|
Obama was a strong advocate for a woman’s right to choose to end her pregnancy for any reason using medically acceptable abortion methods as outlined by Roe. Obama would do very about anything and everything he could to protect a woman’s right to an unrestricted, affordable abortion on demand, as promoted by Planned Parenthood and other tax-funded abortion clinics. (NRLC website, April 201). He thought it was morally wrong and that the government shouldn’t get involved. NURS 6050 Agenda Comparison Grid and Fact Sheet Example The freedom of choice Act, passed by Obama in 2008, would formalize the right to an abortion by removing all federal and state prohibitions on the operation (The federalist, 2019 para.9). | President Bush is likely the president that was the most sensitive on the subject than the other two presidents.Bush supported a constitutional amendment making the procedure illegal – except in cases of rape, incest and when the woman’s life was in jeopardy. But he also added that Americans didn’t support the measure, so there was no need to pursue it. He also added that he not require his Supreme Court nominees to pass an anti-abortion litmus test (Abortion without the rhetoric, 2012). He did not believe in intentional death of babies, but he  believed women should have some rights initially, but then he took away funding, and settled for Partial abortion. NURS 6050 Agenda Comparison Grid and Fact Sheet Example |
Identify the allocations of financial and other resources that the current and two previous presidents dedicated to this issue. | Trump signed an executive order reinstating the ban known as the Mexico City Policy. This policy prohibits the U, S. giving federal family planning funding to international health groups that provide abortion care” (Freiburger, C., 2019). NURS 6050 Agenda Comparison Grid and Fact Sheet Example. This would include organizations such as Planned Parenthood.Shortly afterwards, the President’s press secretary Sean Spicer made a bold statement that stated, “ Mr. Trump was/is standing up for all Americans – including the unborn” (Freiburger, C., 2019).
|
The Obama administration finalized a rule to stop states from withdrawing federal money from Planned Parenthood and other health clinics that provide abortions. The protections were in effect two days before Donald Trump took office. NURS 6050 Agenda Comparison Grid and Fact Sheet Example
Under the rule, states are legally required to distribute federal funds for services related to contraception, fertility, pregnancy, sexually transmitted infections and breast and cervical cancer screening, regardless of whether they also perform abortions (Annas, G. n.d.). |
Upon taking office, President Bush reinstated the “Mexico City Policy,” also known by critics as the “Global Gag Rule.” This rule required that all non-governmental organizations (NGOs) that receive federal funding must refrain from performing or promoting abortion services (prolifeprofiles.com, n.d.). NURS 6050 Agenda Comparison Grid and Fact Sheet Example |
Explain how each of the presidential administrations approached the issue. | Trump’s major actions on abortion during his first two years in office were: Signing a resolution that allowed states to withhold federal funding for health care providers that perform abortions into law; Reinstating the Mexico City Policy, which prohibited foreign aid and federal funding for international NGOs that performed abortions or offered related services; and issuing a proposal to modify the Title X family planning program that proposed making family planning clinics that refer patients for abortions and share finances or facilities with abortion providers ineligible to receive funding from the program. Additionally, healthcare providers would not be required to provide abortion counseling if it violated their moral or religious beliefs (Israel, M., 2018). NURS 6050 Agenda Comparison Grid and Fact Sheet Example
|
As president, Obama dedicated himself to promoting abortion, rather than reduce them as he promised. He has done this by; expanding abortions through Obamacare, appointing a bevy of pro-abortion judges and officials, moving to strip medical professionals of conscience rights, and forcing taxpayers to fund groups who provide abortions in other countries (Annas, G. (n.d.). | On November 5, 2003, Bush signed into law the “Partial Birth Abortion Ban Act,” which prohibited a form of late term abortions dubbed “partial birth abortions” by pro-life groups and referred to in medical literature as “intact dilation and extraction.” Under this law, “Any physician who, in or affecting interstate or foreign commerce, knowingly performs a partial-birth abortion and thereby kills a human fetus shall be fined under this title or imprisoned not more than 2 years, or both.” In 2007 its constitutionality was upheld by the U.S. Supreme Court, in the case of Gonzales v. Carhart; Bush supported the Texas Parental Notification Law which required doctors to notify a parent or guardian by phone or certified mail at least 48 hours before performing an abortion on a minor girl. It also allowed a judicial bypass where extenuating circumstances existed, provided a $10,000 fine for failing to notify and waived notification in cases of medical emergency. NURS 6050 Agenda Comparison Grid and Fact Sheet Example
In his own words he stated, “I will lead our nation toward a culture that values life — the life of the elderly and the sick, the life of the young, and the life of the unborn. I know good people disagree on this issue, but surely we can agree on ways to value life by promoting adoption and parental notification, and when Congress sends me a bill against partial-birth abortion, I will sign it into law” (On the issues.org, n.d.). |
Using the information you recorded in Part 1: Agenda Comparison Grid, complete the following to document information about the population health/healthcare issue your selected
Administration (President Name) | (Current President) | (Previous President) | (Previous President) |
Which administrative agency would most likely be responsible for helping you address the healthcare issue you selected? | The Centers for Disease Control and Prevention (CDC), the government agency currently responsible for compiling U.S. abortion data. Agenda Comparison Grid and Fact Sheet Example
In 1996, as well, the Food and Drug Administration (FDA) took significant steps toward approving the use of medical (nonsurgical) abortion in the United States, essentially by “preapproving” the use of mifepristone, popularly known as RU 486, as an abortifacient.
The Department of Health and Human Services play a huge role in addressing administrative policies for abortions. NURS 6050 Agenda Comparison Grid and Fact Sheet Example

||
How do you think your selected healthcare issue might get on the agenda for the current and two previous presidents? How does it stay there? | President Trump addressed abortion often in his run for president. He has already addressed the issue as the president. President Trump’s first day in the Oval Office on Monday, he signed a ban on federal money going to international groups that perform or provide information on abortions. | During his first week in office, Obama made it clear that he would support abortion when he made it a priority to overturn the Mexico City Policy. Republican President Ronald Reagan first created the Mexico City Policy in 1984, stopping funding for international groups which perform or provide information on abortions. It was reinstated by George W. Bush and then it was overturned again by President Barack Obama in 2009 (Bilger, 2018).NURS 6050 Agenda Comparison Grid and Fact Sheet Example | The Mexico City Policy created by President Reagan was reinstated when President George W Bush took over in 2001. Also in 2001, President Bush declared that federal funds could not be used for embryonic stem cell research, which requires the destruction of human embryos. Instead, Bush promoted adult stem cell research, which does not destroy embryos. In 2002, Bush signed the Born-Alive Infants Protection Act, which extends legal protection to infants who survive induced abortions by providing them with identical legal protections as babies who are born prematurely.
In 2003, President Bush signed into law the Partial-Birth Abortion Ban Act, which prohibits late-term abortions. NURS 6050 Agenda Comparison Grid and Fact Sheet Example
In 2004, Bush signed the Unborn Victims of Violence Act, which defines a child “in utero” at any stage of development as human, and accords the child the legal rights of the victim if subject to certain crimes that involve death or injury.
In 2005 and 2006, Bush appointed two pro-life justices, Justice John Roberts and Justice Samuel Alito, respectively, to the U.S. Supreme Court.
In 2007, both justices voted to uphold the federal Partial-Birth Abortion Ban Act of 2003, which was challenged in a lawsuit.
In 2007, Bush also sent congressional Democratic leaders a letter threatening to veto any bill that weakened existing pro-life policy. NURS 6050 Agenda Comparison Grid and Fact Sheet Example
In 2008, Health and Human Services Secretary Mike Leavitt issued a regulation to protect the rights of federally funded health care providers to decline to participate in services to which they morally object, including abortion. (Ryan, 2009). |
Who would you choose to be the entrepreneur/ champion/sponsor of the healthcare issue you selected for the current and two previous presidents? NURS 6050 Agenda Comparison Grid and Fact Sheet Example | I personally would choose President George W. Bush. His stand on abortion laws were more from a sympathetic and personal approach. He was very much a Christian President and this played a big role into his views and his acts on the subject, while the others are very much opposite. President Trump does not seem to view the sides of abortion that in fact may warrant it, such as a rape victim. President Obama is very much an advocate for abortion and is adamant that abortions should be a choice for women regardless of the reason. He does not seem to have regard for anyone’s ethical or religious beliefs on the matter. NURS 6050 Agenda Comparison Grid and Fact Sheet Example |

It may seem to you that healthcare has been a national topic of debate among political leaders for as long as you can remember.
Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since. NURS 6050 Agenda Comparison Grid and Fact Sheet Example

Regardless of political affiliation, individuals often grow concerned when considering perceived competing interests of government and their impact on topics of interest to them. The realm of healthcare is no different. Some people feel that local, state, and federal policies and legislation can be either helped or hindered by interests other than the benefit to society.
Consider for example that the number one job of a legislator is to be reelected. Cost can be measured in votes as well as dollars. Thus, it is important to consider the legislator’s perspective on either promoting or not promoting a certain initiative in the political landscape.
Post an explanation for how you think the cost-benefit analysis in terms of legislators being reelected affected efforts to repeal/replace the ACA. Then, explain how analyses of the voters views may affect decisions by legislative leaders in recommending or positioning national policies (e.g., Congress’ decisions impacting Medicare or Medicaid). Remember, the number one job of a legislator is to be re-elected. Please check your discussion grading rubric to ensure your responses meet the criteria.

As a nurse, how often have you thought to yourself, If I had anything to do about it, things would work a little differently? Increasingly, nurses are beginning to realize that they do, in fact, have a role and a voice.
Many nurses encounter daily experiences that motivate them to take on an advocacy role in hopes of impacting policies, laws, or regulations that impact healthcare issues of interest. Of course, doing so means entering the less familiar world of policy and politics. While many nurses do not initially feel prepared to operate in this space effectively, the reward is the opportunity to shape and influence future health policy.

Boards of Nursing (BONs) exist in all 50 states, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands. Similar entities may also exist for different regions. The mission of BONs is the protection of the public through the regulation of nursing practice. BONs put into practice state/region regulations for nurses that, among other things, lay out the requirements for licensure and define the scope of nursing practice in that state/region.
It can be a valuable exercise to compare regulations among various state/regional boards of nursing. Doing so can help share insights that could be useful should there be future changes in a state/region. In addition, nurses may find the need to be licensed in multiple states or regions.
Post a comparison of at least two APRN board of nursing regulations in your state/region with those of at least one other state/region. Describe how they may differ. Be specific and provide examples. Then, explain how the regulations you selected may apply to Advanced Practice Registered Nurses (APRNs) who have legal authority to practice within the full scope of their education and experience. Provide at least one example of how APRNs may adhere to the two regulations you selected.
Respond to at least two of your colleagues* on two different days and explain how the regulatory environment and the regulations selected by your colleague differ from your state/region. Be specific and provide examples.

Nursing is a very highly regulated profession. There are over 100 boards of nursing and national nursing associations throughout the United States and its territories. Their existence helps regulate, inform, and promote the nursing profession. With such numbers, it can be difficult to distinguish between BONs and nursing associations, and overwhelming to consider various benefits and options offered by each.
Both boards of nursing and national nursing associations have significant impacts on the nurse practitioner profession and scope of practice. Understanding these differences helps lend credence to your expertise as a professional. In this Assignment, you will practice the application of such expertise by communicating a comparison of boards of nursing and professional nurse associations. You will also share an analysis of your state board of nursing.

When politics and medical science intersect, there can be much debate. Sometimes anecdotes or hearsay are misused as evidence to support a particular point. Despite these and other challenges, however, evidence-based approaches are increasingly used to inform health policy decision-making regarding causes of disease, intervention strategies, and issues impacting society. One example is the introduction of childhood vaccinations and the use of evidence-based arguments surrounding their safety.
In this Discussion, you will identify a recently proposed health policy and share your analysis of the evidence in support of this policy.

Word cloud generators have become popular tools for meetings and team-building events. Groups or teams are asked to use these applications to input words they feel best describe their team or their role. A “word cloud” is generated by the application that makes prominent the most-used terms, offering an image of the common thinking among participants of that role.
What types of words would you use to build a nursing word cloud? Empathetic, organized, hard-working, or advocate would all certainly apply. Would you add policy-maker to your list? Do you think it would be a very prominent component of the word cloud?
Nursing has become one of the largest professions in the world, and as such, nurses have the potential to influence policy and politics on a global scale. When nurses influence the politics that improve the delivery of healthcare, they are ultimately advocating for their patients. Hence, policy-making has become an increasingly popular term among nurses as they recognize a moral and professional obligation to be engaged in healthcare legislation.
Post an explanation of at least two opportunities that exist for RNs and APRNs to actively participate in policy-making. Explain some of the challenges that these opportunities may present and describe how you might overcome these challenges. Finally, recommend two strategies you might make to better advocate for or communicate the existence of these opportunities to participate in policy-making. Be specific and provide examples.
Respond to at least two of your colleagues’* posts by suggesting additional opportunities or recommendations for overcoming the challenges described by your colleagues.

As their names imply, the honeyguide bird and the honey badger both share an affinity for honey. Honeyguide birds specialize in finding beehives but struggle to access the honey within. Honey badgers are well-equipped to raid beehives but cannot always find them. However, these two honey-loving species have learned to collaborate on an effective means to meet their objectives. The honeyguide bird guides honey badgers to newly discovered hives. Once the honey badger has ransacked the hive, the honey guide bird safely enters to enjoy the leftover honey.
Much like honeyguide birds and honey badgers, nurses and health professionals from other specialty areas can—and should—collaborate to design effective programs. Nurses bring specialties to the table that make them natural partners to professionals with different specialties. When nurses take the requisite leadership in becoming involved throughout the healthcare system, these partnerships can better design and deliver highly effective programs that meet objectives.
In this Assignment, you will practice this type of leadership by advocating for a healthcare program. Equally as important, you will advocate for a collaborative role of the nurse in the design and implementation of this program. To do this, assume you are preparing to be interviewed by a professional organization/publication regarding your thoughts on the role of the nurse in the design and implementation of new healthcare programs.

In the Module 4 Discussion, you considered how professional nurses can become involved in policy-making. A critical component of any policy design is evaluation of the results. How comfortable are you with the thought of becoming involved with such matters?
Some nurses may be hesitant to get involved with policy evaluation. The preference may be to focus on the care and well-being of their patients; some nurses may feel ill-equipped to enter the realm of policy and political activities. However, as you have examined previously, who better to advocate for patients and effective programs and polices than nurses? Already patient advocates in interactions with doctors and leadership, why not with government and regulatory agencies?
In this Discussion, you will reflect on the role of professional nurses in policy evaluation.

Week 9 Discussion
Program/policy evaluation is a valuable tool that can help strengthen the quality of programs/policies and improve outcomes for the populations they serve. Program/policy evaluation answers basic questions about program/policy effectiveness. It involves collecting and analyzing information about program/policy activities, characteristics, and outcomes. This information can be used to ultimately improve program services or policy initiatives.
Nurses can play a very important role assessing program/policy evaluation for the same reasons that they can be so important to program/policy design. Nurses bring expertise and patient advocacy that can add significant insight and impact. In this Assignment, you will practice applying this expertise and insight by selecting an existing healthcare program or policy evaluation and reflecting on the criteria used to measure the effectiveness of the program/policy.

Assignment: Global Healthcare Comparison Matrix and Narrative Statement
Note: This Assignment is due on Day 5 of Week 11.
If you talk about a possible poor health outcome, do you believe that outcome will occur? Do you believe eye contact and personal contact should be avoided?
You would have a difficult time practicing as a nurse if you believed these to be true. But they are very real beliefs in some cultures.
Differences in cultural beliefs, subcultures, religion, ethnic customs, dietary customs, language, and a host of other factors contribute to the complex environment that surrounds global healthcare issues. Failure to understand and account for these differences can create a gulf between practitioners and the public they serve.
In this Assignment, you will examine a global health issue and consider the approach to this issue by the United States and by one other country.
To Prepare:
